I have a domain that got caught up in a marketing problem where someone I hires was sendign spam . Well now my domain name is getting the url blocked via mail so whenever mail is sent with the domain url it gets returned.
An URL contained in this message is blacklisted by SURBL
this includes email sent from them.
Ive been to the SURBL site but it really doesn't give a clear detail on how long it takes for removal and more than that but what are the true procedures for removal
you could block the e-mail address that is sending you spam or make a new e-mail address, check you mail servers too

I'm unclear as to exactly what you are asking help with. It sounds like you are out of luck into your domain gets cleared. I would try contacting whomever you need to so you can present your case. Maybe you can get your domain removed from any blacklists, but it is going to take time.
Only thing I can suggest is to create a new domain and use that new one as your "email server" to get past the domain blocking until it gets cleared up. Domains are fairly cheap now so this might be your quickest temporary solution to your problem.
The only other thing I can offer to you is to be very careful about whom you hire to work on your websites and your domain.
