How do I set up an FTP folder with a username and password that I can give to another user such that the other user can only access that folder - cannot access my web or my backup folders?

I have successfully set up an FTP account and Filezilla works just fine. I used my Hostmonster user name and basic password and the FTP gives me access to all host folders. However, when I use the control panel to create an FTP folder to meet the above goal, I cannot get it to work in Filezilla.

It's quite simple actually.

First, login to your Cpanel XP Evolution. Under site menu, click on FTP Manager.

In the FTP manager, click on add FTP account.

Enter the desired login name, password, quota (if you wish), and finally, the directory that this FTP account can access.

That should do it. When the user connect, the username will be username@yourdomain.com and the address to connect to will be yourdomain.com.

Hope it helps.
