My experience with web site design indicates that there are basically two pieces for a web site.

1) How is looks - the graphics, colors, layout, organization, animation, etc. that you see.

2) How it operates - how navigation, forms, rollovers, content, shopping carts, etc. are implemented; what you don't see.

Depending on whether you just need help with one piece, or if you need help with both, will determine the type of expertise you need from the person you want to contact.
